Terms of Service
The rules for using Whispr, including what content is not allowed.
Effective 17 October 2026
1.Agreement to these Terms
These Terms of Service ("Terms") are an agreement between you and Techversed ("we", "us") about your use of Whispr: the Whispr apps and website, and the services behind them (together, the "service").
The Whispr Android app asks you to accept these Terms before you start using it, and we record which version you accepted. By using the service on any device, you agree to these Terms and to our Privacy Policy, Child Safety Standards and the Terms of Service for Mini Apps below. If you do not agree, do not use the service.
2.Who can use Whispr
You must be at least 18 years old to use Whispr. The service is not directed to children, and we close accounts that we learn belong to someone younger. By using Whispr you confirm that you meet this age requirement and that you are allowed to use the service under the laws that apply to you.
3.Your account
- Whispr has no public sign-up: accounts are created by service administrators, who give you your username and initial password.
- Keep your password private and use the optional two-step verification. You are responsible for what happens under your account; tell us at support@techversed.team if you think someone else has accessed it.
- Your profile must not impersonate another person or organisation, or mislead others about who you are.
- You may not sell, transfer or share your account.
4.The service
Whispr lets you exchange messages, photos, videos, voice notes, files and stickers in private chats, groups and channels; make voice and video calls; share your location; and use bots and mini apps. We keep improving the service, so features may be added, changed or removed.
We work to keep Whispr available and reliable, but we do not promise that it will be uninterrupted, error-free or that every message will be delivered. Keep your own copies of anything important.
5.Privacy and administrator access
Our Privacy Policy explains what we collect and how we use it. In particular:
Administrators can read chats
Whispr messages are not end-to-end encrypted. The service's administrators can read chats, including messages that were deleted for everyone, to run, secure and moderate the service.
6.Your content
You keep ownership of the messages, media and other content you send ("your content"). You give us a worldwide, non-exclusive, royalty-free licence to store, copy, process, transmit and display your content only as needed to operate, secure and improve the service, for example to deliver a message to its recipients, to show a group's history to its members, or to review content that was reported.
You are responsible for your content and must have the rights to share it. Deleting a message hides it from the chat; it is not always erased from our systems, as our Privacy Policy explains.
7.Acceptable use
Zero tolerance
We have zero tolerance for objectionable content and abusive users. Content or behaviour that breaks this section is removed, and the accounts responsible are suspended or permanently disabled, without warning where the harm is serious.
"Objectionable content" means anything that is illegal or that falls into a category below. You must not use Whispr to create, send, share, request or link to:
- child sexual abuse or exploitation of any kind, including sexualised content involving minors, grooming and sextortion (see our Child Safety Standards);
- sexual content shared without consent, including intimate images of someone who did not agree to their being shared;
- harassment, bullying or threats, including stalking, intimidation and encouraging others to target someone;
- hate speech: content that attacks or demeans people for their race, ethnicity, nationality, religion, disability, sex, gender identity, sexual orientation, age or similar characteristics;
- violence and extremism: threats or incitement of violence, glorification of violent acts, and content supporting terrorist or violent extremist organisations;
- self-harm promotion: content that encourages suicide, self-harm or eating disorders;
- illegal goods and activities, such as selling drugs, weapons or stolen data, human trafficking or money laundering;
- scams and fraud, including phishing, fake giveaways and attempts to obtain others' passwords, codes or money;
- spam: unsolicited bulk or repetitive messages, and automated messaging that is not a permitted bot;
- malware or any code designed to harm devices, accounts or the service;
- privacy violations: sharing someone's private information (such as their address, documents or intimate details) without their consent;
- impersonation of another person, organisation or of Whispr's staff;
- content that infringes someone else's copyright, trademark or other rights.
You also must not misuse the service itself. In particular, do not:
- access or try to access accounts, chats or data that are not yours;
- interfere with, overload or probe the security of the service;
- scrape or harvest data about other users;
- create accounts or evade a suspension to get around an enforcement action.
8.Reporting and enforcement
Use the in-app Report option to report a message, user, group, channel, bot or mini app that breaks these Terms; reports go to our administrators' review queue. You can also block any user, and write to us at support@techversed.team.
When we find a breach of these Terms, by report or otherwise, we may, at our discretion and as the law allows:
- remove the content, a chat, a group or a channel;
- remove a bot or mini app;
- suspend or permanently disable the accounts involved;
- preserve information and report it to law enforcement or other authorities, which we always do for child sexual abuse material.
9.Terms of Service for Mini Apps
These Terms of Service for Mini Apps apply whenever you open a mini app in Whispr, together with the rest of these Terms.
- What a mini app is. A mini app is a web app that a bot opens inside Whispr. Each mini app is made and run by its developer, which may be a third party rather than Techversed; the service's administrators decide which bots and mini apps are available.
- What a mini app receives. Before a mini app opens for the first time, Whispr asks for your consent. If you agree, the mini app receives your Whispr user ID, display name and username, and, when you open it from a chat, the type of that chat and an identifier for it. Anything else you type or upload in the mini app goes to its developer.
- Its developer's terms apply. The mini app's developer is responsible for the mini app, for its content and for what it does with your information, under their own terms and privacy policy. We do not control and are not responsible for third-party mini apps, and we do not guarantee that they work, are accurate or are safe.
- Be careful. Do not give a mini app your Whispr password or codes, and think twice before sharing personal or payment information with it.
- The same rules apply. The acceptable use rules apply to what you do in a mini app, and to mini apps themselves. Report a mini app that breaks them with the in-app Report option; we may remove any mini app or bot at any time.
- Bots. Bots are automated accounts that the service's administrators make available. When you tap a bot's button or a mini app sends data back to its bot, that interaction is processed to provide the bot's feature.
10.Third-party services
Some features use services provided by other companies, such as maps, GIF search and link previews. When you use those features, the provider's own terms may also apply. Our Privacy Policy lists them.
11.Our software and brand
Whispr, its name, logo and software belong to Techversed or its licensors. We give you a personal, non-exclusive, non-transferable, revocable licence to use the apps to access the service under these Terms. You may not copy, modify or redistribute the apps, or remove their notices, except as the law or an applicable open-source licence allows.
The apps include open-source components that are licensed to you under their own licences. Nothing in these Terms limits your rights under those licences.
12.Suspension, termination and deletion
You can stop using Whispr at any time and delete your account as described on our account deletion page. We may suspend or end your access, with or without notice, if you break these Terms, if the law requires it, or to protect other users or the service. Sections that by their nature should survive (such as your content licence for content we must keep, disclaimers and limitation of liability) survive the end of this agreement.
13.Disclaimers
To the extent the law allows, the service is provided "as is" and "as available", without warranties of any kind, whether express or implied, including warranties of merchantability, fitness for a particular purpose and non-infringement. We are not responsible for content sent by other users, bots or mini apps. Nothing in these Terms excludes rights you have as a consumer that cannot be excluded by contract.
14.Limitation of liability
To the extent the law allows, Techversed is not liable for indirect, incidental, special, consequential or punitive damages, or for lost data, profits or revenue, arising from your use of the service. This does not limit liability that cannot be limited by law, such as for fraud or for death or personal injury caused by negligence.
15.Changes to these Terms
We may update these Terms. The effective date at the top shows the current version. When a change is significant we will tell you in the app, and you may be asked to accept the new version to keep using Whispr.
16.Governing law
These Terms are governed by the law of the Kingdom of Cambodia, without regard to its conflict-of-law rules, except where the law of the country you live in gives you protections that cannot be waived.
